In 2023, 143 operators offered mobile telecommunications services in Poland – are you surprised? The 4 largest ones, accounting for 96.7% of the market, were: Play (30.1%), Orange (26.6%), Plus (20.3%) and T-Mobile (19.7%). The remaining 139 operators had to share a market share of 3.3% (and none of them exceeded 1%), or 1.7 million SIM cards.

Yes, there are no formal limitations with regards to becoming MVNO in Poland
No. In poland you don’t need a license to become an MVNO. You need to be registered in a Telecom Registry (pl. Rejestr Przediębiorców Telekomunikacyjnych) managed by the Office of Electronic Communication (UKE) https://uke.gov.pl/en/ We help our customers sorting our all regulatory formalities as a part of our onboarding process.
Not true. MVNOs use the same netrowk and operators are legally obliged not to discriminate MVNO customers.
